The purpose of this measure is to prevent the establishment of SIM farms, which are often used for sending large amounts of SMS spam. Aminata Zerbo-Sabané, the Minister of Digital Transition, Posts, and Electronic Communications, explained that the bill aims to regulate customer identification and reduce the improper and illicit use of mobile services.
