How State and Local Governments Can Serve Citizens More Securely

The US National Association of State Chief Information Officers (NASCIO) released its 2023 State CIO Top Ten Policy and Technology Priorities. The priorities include cybersecurity and risk management, digital government and services, workforce training, legacy modernization, identity and access management, cloud services, consolidation and optimization, data and information management, broadband and wireless connectivity, and customer relationship management. These priorities aim to improve the development, delivery, and security of applications and APIs in hybrid and multicloud environments for state and local governments.

Based on the meeting notes, the State CIO Top Ten Policy and Technology Priorities for 2023 are as follows:

1. Cybersecurity and Risk Management: Protecting applications and APIs from vulnerabilities and security issues in the increasingly complex hybrid and multicloud environments.

2. Digital Government / Digital Services: Ensuring that digital services provided to citizens are secure, efficient, and give the best possible experience.

3. Workforce: Training and equipping the workforce with the necessary skills to manage, operate, maintain, and secure modernized hybrid and multicloud environments.

5. Identity and Access Management: Addressing the challenge of controlling access to applications and APIs in state and local government enterprises.

6. Cloud Services: Moving quickly and adapting to deliver services efficiently and innovatively in the cloud, while ensuring cloud security efforts are nimble.

7. Consolidation / Optimization: Simplifying and optimizing the management, operations, maintenance, and security of different environments to address scalability and complexity challenges.

8. Data and Information Management: Protecting data by securing APIs that expose back-end systems, and focusing on API discovery, inventory management, and security.

9. Broadband / Wireless Connectivity: Improving broadband and wireless connectivity, considering the role of cloud and edge environments, and protecting networks from unauthorized access.

10. Customer Relationship Management: Meeting service-level agreements and serving applications and APIs quickly and efficiently to properly manage the relationship with citizens.

In summary, the key priority for state and local government CIOs is developing, delivering, and securing applications and APIs in the complex hybrid and multicloud environments. Simplifying management, operations, maintenance, and security is essential to address the challenges faced by these governments.
