Europol confirms web portal breach, says no operational data stolen

Europol’s Europol Platform for Experts (EPE) portal was breached, and the agency is investigating after threat actor IntelBroker claimed to have stolen “For Official Use Only” (FOUO) documents containing classified data. IntelBroker has been linked to previous data breaches including those involving government agencies and private companies. Zscaler has confirmed an isolated test environment was exposed but stated no production environments were impacted.

Based on the meeting notes, IntelBroker is a threat actor known for breaching various government agencies and organizations, including ICE, USCIS, the Department of Defense, and the U.S. Army. This individual has also been linked to the breach of DC Health Link, which resulted in a congressional hearing due to the exposure of personal data for 170,000 individuals, including U.S. House members and staff. Additionally, other cybersecurity incidents associated with IntelBroker include breaches of companies such as Hewlett Packard Enterprise (HPE), Home Depot, the Weee! grocery service, and an alleged breach of General Electric Aviation. Most recently, IntelBroker was selling access information to the network of cloud security company Zscaler. Zscaler confirmed that an “isolated test environment” was exposed online but stated that no company, customer, or production environments were impacted. Furthermore, Zscaler has hired an incident response firm to conduct an independent investigation.
