Two members of the Russian hacktivist group Cyber Army Russia Reborn (CARR) were sanctioned by the US Department of Treasury for cyberattacks on US critical infrastructure. Yuliya Pankratova, the leader, and Denis Degtyarenko, the primary hacker, were involved in disrupting operations at water facilities and compromising industrial control systems, but their technical limitations prevented major damage to victims.

Summary of meeting notes:

– Two members of Cyber Army Russia Reborn (CARR) have been sanctioned by the US Department of Treasury for their involvement in cyberattacks against US critical infrastructure.

– Yuliya Vladimirovna Pankratova, known as YUliYA, is the group’s leader and spokesperson, while Denis Olegovich Degtyarenko is the primary hacker.

– CARR interfered with human-machine interfaces at water facilities in the US, Poland, and France, and compromised industrial control systems (ICS) at a facility in Texas, resulting in a loss of water. They also compromised the SCADA system of a US energy company.

– Degtyarenko developed training materials on how to compromise SCADA systems and may have been planning to distribute them.

– Despite gaining control over operational technology (OT), the group’s “lack of technical sophistication” prevented major damage to victims, according to the Feds.
